Community Service Requirement

Every adult resident of the Housing Authority will be required to perform eight hours of community service each month or participate in a self-sufficiency program for at least eight hours every month. This requirement does not apply if the adult resident:

  1. Is 62 years of age or older;
  2. Is a blind or disabled individual, as defined by law, and who is unable to comply with this section, or is a primary caregiver of such individual;
  3. Is engaged in a work activity, Sec 407 (d) of the Social Security Act, as in effect on or after July 1, 1997;
  4. Meets the requirements for being exempted from having to engage in a work activity under the State program funded under part A of title IV of the Social Security Act or under any other welfare program of the State in which the Housing Authority is located, including a State-administered welfare-to-work program;
  5. Is in the family receiving assistance under State programs funded under part A of Title IV of the Social Security Act, or under any other welfare-to-work program, and has not been found by the State or other administering entity to be in non-compliance with such program.

The Housing Authority will determine compliance with the public housing community service requirements once a year, 30 days prior to the expiration of the residents lease in accordance with the principles of due process. If the Housing Authority determines that a tenant is not compliant, the Housing Authority will notify that resident of the determination; that the determination is subject to administrative grievance procedures; and that residents lease will not be renewed unless the resident enters into an agreement with the Housing Authority to make up the missed hours participating in a self-sufficiency program or contributing to community service.

This Community Service requirement for Public Housing Policy is in accordance with the Summary of the Q.H.W.R.A. of 1998 as prepared by the Office of Policy, Program and Legislative Initiatives and is established for the Housing Authority, by action of the Board of Commissioners on this 19th day of April 2010.
